The Deft Touch of Catch 22: Heller's Harmonious Unison of Comedy and Tragedy Since the dawn of literature and drama, comedy and tragedy have always been partitioned into separate genres. Certainly most tragedies had comedic moments, and even the zaniest comedies were at times serious. However, even the development of said tragicomedies left the division more or less intact. Integrating a total comedy and a total tragedy into a holistic union that not only preserved both features, but also blended them into a new and harmonious entity remained elusive. That is, until Catch-22. Using his unique style and structure, Joseph Heller masterfully manages to interlay humor and terror, comedy and tragedy, and reveals in the process the perversions of the human character and of society gone mad. The first stroke of Heller's deft touch is his presentation of outrageous characters, acting outrageously. From the first chapter, we are presented with a slew of unbelievable characters whose actions and ideologies are uproariously funny, and horrifically disturbing. In fact, the manner in which the reader recognizes the character's dual nature will serve as the first example of Heller's amalgamation of comedy and tragedy. Dunbar's theory of life is first received with a burst of laughter from the audience. Life is short, and Dunbar wishes to extend it as much as possible. If time flies when one is having fun, then conversely, time must slow when one is bored. Dunbar endeavors to make his life as boring as possible, thus increasing the length of its passing. Indeed, it is understandable why such an attitude should elicit a laugh, but the further implications are horrific. Society's emphasis on life over meaning comes as a shocking revelation to the audience. Heller further reinforce s that idea with characters such as Doc Daneeka, who values self-preservation and money over responsibility and friendship, and Milo who values self-improvement and fortune over the lives of thousands of others. The motif that follows gives us characters that are, above all else, more interested in self (Cathcart, Mrs. Daneeka, Duckett, the Old Man, Peckem, etc.). Though they are initially humorous, their nature is ultimately revealed to be false and horrific, arousing disgust and pity, a brilliant combination of comedy and tragedy. The perversion of society is revealed further in a second major type of character, the deluded. Though most serve largely as foils to Yossarian and his philosophy, much can still be made of their condition. Clevinger is perhaps the best example of a deluded character. His debate with Yossarian serves as an insightful evaluation of their psyche. He argues that, although everyone is trying to kill him, everyone is not trying to kill him. The humor of the debate cannot be denied, but horror and tragedy are equally present. The debate leaves the audience struggling to decide who is crazy. Clevinger falls into an obvious contradiction, but his argument still strikes as common sense. In face of Yossarian's triumphant What difference does that make? the audience is left not only with the realization of its speciousness, but of the realization that they believed it. The terror evoked by the deluded lies mainly in that the audience is equally deluded. Perhaps Clevinger, Appleby, and Havermeye r are fighting for what they have been told was their country-- and perhaps so has the audience. The genius of Heller's characterization is further enhanced as the audience sees itself in the hollow rationale of the deluded, and is aghast with horror, even in face of such humor. With this revelation, Heller compels the audience to follow the rebellious path of Yossarian, or fall victim to the indoctrination of society, and meet the same fate as the deluded. As the audience is bombarded with insanely comedic ironies of Catch-22, they are further aware of its horror. A primary example of irony is found in Milo, when he is praised for bombing his own company when it is learned that he made a great deal of money. Again, this evokes a staunch laugh, and then leaves the audience aghast with horror. Exaggeration makes this funny-- an event such as this occurring, and then inciting such a reaction by those affected is almost unfathomable-- but the ultimate truth provides the terror. Film Analysis/ High And Low Film 1010 Mise en scene is a stylistic form of filming that is French for staging the shot, which is referring to everything in front of the camera. Director Kurosawa understood this style and used it in High and Low (Kurosawa, 1962). He used several Mise en scene techniques such as closed composition, space manipulation, and lighting to compliment the crime thriller story. Closed composition is one of the main themes that Kurosawa uses throughout the movie. He chooses to keep the scenes tight and in close quarters mostly. This is seen predominately in the first half on the movie. Here the action takes place in Mr. Gondos house on top of a hill. The viewer has very little idea that there is much of a world outside the house. This idea is supported when Mr. Gondo has to close all the drapes in the house to prevent the kidnapper from looking into the house. This gives a mood and feeling of anxiety from being enclosed. Also, shots of the house sitting on top of the hill give the feeling of loneliness. This feeling is repeated in the bullet train sequence where the quarters are much smaller. The viewer is somewhat relieved with the view of the outside, but because of the close quarters and the sense of a speeding train, it does not allow the viewer to enjoy the openness the windows provide. A scene that clearly shows the Mise en scene style is the next day comes and Mr. Gondo must now decide whether to pay the ransom or not. We see and hear the argument with Mr. Gondo and Mrs. Gondo, with Mr. Aoki crying to the far left of the scene. Soon the dialog ends and we see Mr. Aoki still to the far left, Mrs. Gondo with Jun in the middle, and Mr. Gondo to the far right. Clearly separating them are the detectives who are standing silently with their heads down. The placement of the detectives manipulates the space in the scene into thirds. It also helps in emphasizing the differences between the three characters regarding what should be done about getting Mr. Aokis son back from the kidnapper. In the scene where two of the detectives find the man and woman dead, we see the detectives enclosed in the window of the house where, we the viewers are looking in. This is the closed form composition, which is used to help focus the viewers attention on the characters. In doing so, the characters surprise reactions to finding the accomplices dead are emphasized. Also the low lighting inside the house gives the film a tone of gloom. This helps set the scene to follow where the detectives give off the feeling of desperation. This technique of framing the characters expression is used again in the scene at the hospital. In the hospital scene, the detectives reaction is again framed in a window inside the hospital. Here his surprise and excitement is quickly brought to the viewers attention. At the same time, the two detectives closest to the viewers, frame the window that frames the detective inside the window, which seems to enforce the excitement aspect in the scene. The most simplistic way that Kurosawa uses the mise en scene is in the disco bar. He uses the arrangement of objects, space manipulation, as well as lighting to catch the eye of the viewer. Here we see a young Japanese girl who enters the bar and goes to the jukebox. But the viewers attention is still drawn to the criminal, Ginji Takeuchi, who is sitting at the bar. But when the girl reaches the jukebox and puts in money to play a selection, the viewers attention is diverted to her. This is because she is now framed by two disco ball-like polls that are glittering and shining from the dance lights from above. This could be attributed to Keynesian economic policies. During the golden age, the policymakers banked on the underlying theories of Keynesian economics and increased government sp ending. The policymakers embraced government deficits and reduced government taxes in order to boost the income level and employment rates in the economy of the UK. Thus the government spending was increased in order to boost the productivity and demand of the economy in the UK (Tobin, 1989, p.27). The growth rate of GDP and per- capita income level increased rapidly. This was comparatively much higher with respect to the earlier phases of the economy. The income- level per person grew at the rate of 3.4% in the 1960s as compared to 2% in 1950s. The total productivity of labor increased doubly as compared to earlier stages in the economy. Stopped light achieved when the optical pulses are trapped in some material such as in the experiment which have been done by G. Heinze et al.[1]. In that experiment, the optical pulses was stopped in cooled Pr3+:Y2SiO5 crystal up to 20 µs. Then slow light can be obtained by measured the decrease in group velocity. A.V Turukhin et al.[2] done the experiment to observed the ultraslow light. As a result from their experiment, a 45ms-1 speed of light were observed. The group velocity, is defined as vg(w) = c / n(w) and from the equation ng(w) = n(w) + w dn (w)/dw , it showed the slow light can be obtained from the variation of refractive index and the dispersion of the material. Furthermore, when , the group velocity can be highly reduced in material. So in order to achieve the slow light, material with higher dispersion is needed. However, in this situation a strong absorptions have become a big obstacle. It is because of the fact that higher dispersion gives a higher absorption and lead to a bad data transmission. Technique of Electromagnetically Induced Transparency (EIT) introduced by researchers give the best solution for the strong absorptions although the EIT does not give 100% transmission. At the same time, EIT give additional advantages in order to slowed down and stopped the fast speed optical pulses. The exact resonance condition achieved when the frequency difference between the two light beams accurately matches with the frequency separation between the two lower states of and .When the exact resonance condition is not achieved, the interference is not ideal the medium become absorbing[5]. Figure 5 represents the propagation of light in the EIT medium. At the beginning, the light pulse is outside the medium and all the atoms are in the ground states( |1>). The front edge of the light pulse then enters the medium and is quickly decelerated. The back edge of the light pulse propagates with vacuum speed c because it is still outside of the medium. Hence, upon entrance into the cell, the spatial extent of the light pulse is compressed by the ratio of , while its peak amplitude remains same. The energy of the light pulse is obviously much smaller when it is inside the medium. The photons are being expended to create the coherence between states of |1> and |2> , or in other words, to flip the atomic spins, with the excess energy carried away by the control field. Then, the wave of flipped spins now propagates together with the light pulse. The atoms are therefore strongly coupled to the photons which is in the light pulse, with an associated quasiparticle called a dark-state polarition[6]. The quasiparticle is a combination of photons and spins excitation. The spatial extent increases again when the light pulse exits the medium and then the atoms return back to their original ground state. However, a delayed of the whole light pulse occurred by where L is the length of the medium. In the dark-state polarition, when the control field is adiabatically switched off, the coupled excitation is converted into a pure atomic excitation, that is, the probe field is stopped[7]. The states are : Disscussion In this section, I will disscuss about the implementation of EIT to observe the slow light and stopping.One of the technique used to induce transparency in opaque medium is â€Å"Coherent population trapping† or CPT. In CPT, the atoms are forced into a coherent superposition of Zeeman or hyperfine states that are strongly coupled to the light via Raman transition[10]. The definition of superposition state is the state which is stable against absorption from the radiation of electromagnetic field[]. Generally, CPT is more refer to the concept of two fields closely equal to the Rabi frequency. The experiment done by Alexander et al. [11] used the concept of CPT to observe the slow light in a hot rubidium atoms. The main idea in the experiment is to obtain the narrow EIT resonance. Currently, the quantum mechanics is used for a fundamental of communication and computation. To carry out these ideas, information should be encoded in delicate quantum states, like a single-photon states, and then manipulated without being destroyed. It is fact that photons are the fastest and be a simplest carriers of quantum information. However, they are not easy to localize and process. EIT has already had a large impact on the field of optical science. One of the potential application is used in optical buffering for the optical communication. From figure , there is an switch in optical router. The switch can only deal with one data packet at a time [10]. So if two data packet arrive at the same time, the collision of data packet will occur and the overall flow of the data packet will be slow down. Furthermore, the information carried by the two data packet will be loss. To avoid these problems, a slow light medium is activated in one of the branches in order to delay the velocity of data packet. Cultural awareness and competence refers to the ability of an individual to postpone judgment and prejudice toward other people based on their religious background, race or ethnicity, sexual orientation or gender, age, and such, and also one’s capability of understanding, accepting, and even adapting to unfamiliar culture, points of view, beliefs, ideologies, traditions, etc. Raising one’s cultural awareness and competence requires allocating time and exerting effort in learning and understanding the concepts of multiculturalism or cultural diversity. For instance, developing specific learning goals and a plan of action is an excellent start to promoting cultural awareness. My desire to raise my cultural awareness of two specific groups, particularly homosexuals and individuals belonging to the black population, require that I set personal learning goals and a plan of action that will guide how I am going to go about the process of learning and understanding culture based on race, ethnicity, and sexual orientation. For this particular case, I believe that two of my learning goals should include reviewing the history of the African-American people, particularly the reasons why they are being discriminated upon, as well as the unfamiliar cultural practices and traditions and the meaning and significance that deepens or intensify their culture, and understanding the personal sentiments and emotions of homosexuals in order for me to recognize where they are coming from and be able to empathize with them in the process regarding their unfortunate situation especially when it comes to being judged or discriminated because of their sexual orientation. In order for me to realize the aforementioned learning goals, I plan to conduct research by reading books, magazines, newspaper articles, journal publications, research studies, online articles, and such, about black people and homosexuality. Moreover, I feel that there is a need for me to socialize with individuals belonging to the African-American culture and homosexuals in order for me to obtain first-hand information about their sentiments, experiences, knowledge, and such. I believe that through my willingness and determination to immerse myself into the African-American culture and the world of homosexuality, I will be able to promote cultural awareness simply by being conscious of the issues that they burden themselves with. The website lists more than one hundred things that white people like. I believe generalizing and labeling things or situations as something that is true or amenable only for a certain race is close to prejudice and bias since one is limiting these things and situations to a particular race only despite the fact that other individuals from diverse racial backgrounds may share the likes and dislikes of white people. (Stuff White People Like, 2009) I can honestly say that I am non-judgmental or prejudice in any way against any group of people in society depending on their race, ethnicity, religion, age, sexual orientation, gender, and such. I am also proud to say that my parents raised me well. Although my family is American and adheres to Christianity as a religion, we do not judge other people from different racial backgrounds and religions. Because of my parents and family, I was able to understand that people are different from each other, and although we are different, I do not have the right to judge other people because of it. Moreover, I understand that people have different frames of mind or worldviews and we see things and situations differently. Handling the matter only requires respect and acceptance and the understanding of cultural diversity or multiculturalism. Judging from my self-assessment of my cultural awareness and competency, I believe I will be able to uphold moral and ethical principles in my profession, especially with issues that concern multiculturalism. Federal programs Essay Throughout the twentieth century, Congress has established a great number of federal programs administered by agencies within the Executive Branch. Through this process of a wide-ranging allocation of authority to the executive Branch, Congress has assisted in creating a massive Federal Bureaucracy. The relationship of Congress to the Executive Branch today must therefore be seen in terms of its relation to this Bureaucracy, as well as its relation to the Presidency. In order to gain some control over the operations of the various agencies which had been established within the Executive Branch, in 1946 congress began to develop a sequence of configurations and procedures designed to manage the Administration. This process was also known as congressional oversight. There are several methods through which congressional misunderstanding operations take place: the committee process, congressional administrative offices, casework, as well as a number of administrative practices. Where the congressional oversight functions take place, there are three types of committees: authorizations committees, appropriations committees, and governmental operations committees. The first type of committee is the functional committee which initially establishes or authorizes the program or agency. In the case of a military program, this would be the Armed Services Committees in both chambers. ‘In the case of an urban program, this would be the Banking, Finance and Urban Affairs Committee in the House and the Banking, Housing and Urban Affairs Committee in the Senate. Similarly, each program area within the Federal Bureaucracy is related to at least one specific substantive standing committee in each chamber of Congress. ’ (Issa, 2011) In attempting to follow the oversight activities through these authorization committees, a number of complications are often encountered. One of these is the result from the fact that a particular governmental agency may fall within the authority of several different practical committees or subcommittees. As a result, the agency may play ‘one committee or subcommittee against the other in order to achieve those results in Congress which tend to benefit the agency the most. (Office of The Law Revision Counsel, 2012) Another problem is that a committee which establishes a program is often too involved with the outcome of its own efforts to be willing to investigate adequately the operations of the program it has initiated. One of the most substantial places where an amount of oversight activity takes place is in the appropriations process. The budget for an agency must be approved anew each year. ’ One might assume that this yearly appropriations process would lead to a careful annual inspection of the budgets of all the various governmental agencies. (Issa, 2011) This is not the case. The federal budget is so great and compound that it is impossible to consider carefully the budget of each agency and program on a year-to-year basis. What happens instead is that budgets are often routinely approved from year to year with general reviews only occurring sporadically. In addition, many agencies develop quite close relationships with the subcommittees of the Appropriations Committees which spe cifically deal with their agency. These agencies are therefore often able to abstract some special favors from these particular appropriations subcommittees. The Senate Committee on Governmental Affairs and the House Committee on Governmental Reform were initially established to manage congressional concern over governmental processes. Thus, many see these committees as an ideal place for maintaining congressional observation over the activities of the vast Bureaucracy located within the Executive Branch. However, because of jurisdictional differences and because of the hesitancy of most representatives and senators to provide for satisfactory independent oversight activities, the efforts of these governmental operations committees have been quite restricted. The three administrative offices within Congress are used to some extent in the congressional oversight process. The General Accounting Office, The GAO has the accountability, not simply for performing accounting audits, but also for judging how various programs are being managed. In other words, the GAO often performs the task of program assessment. The GAO plays a significant role in congressional oversight. The Congressional Research Service, while preparing reports and studies to assist members of Congress, the CRS sometimes includes some information on the activities and routines of various governmental agencies. This is another important source of oversight information for members of Congress. The Congressional Budget Office gathers information on the budgets of the various governmental agencies and to report on new budgetary requirements and propositions that are made through the Executive Branchs Office of Management and Budget. Budgetary information is an extremely important source of data upon which the various congressional committees can judge the effectiveness of specific governmental programs. Granting, the information gathered by the CBO may seem to permit for substantial congressional oversight, the fact is that it is the agencies that often use this informational link for their own purposes in pursuing their requests for additional funding directly to the congressional committee, instead of directing all their communications through the OMB. This short circuits the use of the OMB as one of the Presidents management tools. Efficiency, from an overall standpoint, we can see that these three congressional offices. The General Accounting Office, the Congressional Research Services, and the Congressional Budget Office combined with the staffs of individual congresspersons and senators and the staffs of congressional committees are able to supply our national legislators with vast amounts of information and evaluations of governmental activities. ‘In fact, the United States Congress has available to it one of the most extensive research staffs of any national legislature in the world. ’ (Issa, 2011) Nevertheless, the availability of information and study alone is not sufficient for effective congressional oversight. The desire to follow through on this available information is another necessary ingredient and it is this ingredient which is often lacking. Many times congressional oversight is limited by the worries of various congressional committees and subcommittees over their particular jurisdictions and in a substantial number of instances, the burdens of organized special interests also interfere with the ability or wishes of members of Congress to significantly oversee governmental operations. Aside from these problems, there are also the boundaries of time. Congresspersons are loaded with extremely dense schedules. They have a large number of often conflicting responsibilities to perform. Representatives and senators must therefore place priorities on the use of their time. Often oversight activities lose in this shamble of priorities to legislative activities, to the creation of new programs to deal with current problems, and to casework concerns. Representatives and senators, themselves, do not usually become directly involved in much casework or fundamental services. It is their staff that deals with these matters. However, representatives and senators are usually informed by their staffs of many of these problems, and it is through these specific interactions that these legislators often get the most intense impression as to the effectiveness of many governmental programs. Casework thus provides an important source of direct, specific information which proves very useful in congressional oversight activities. Congress has also passed some major reforms and reconnoitered a number of major legislative techniques, many of which have had the effect of enlightening congressional oversight. Sunshine Laws. During the 1970s, Congress attempted to open up many facets of governmental operations to the general public. This was done through the Freedom of Information Act and the Government in Sunshine Act. By making information more broadly available to the public, these acts also increase the amount of information available to Congress. The Congressional Veto. Very often Congress passes rather broad pieces of legislation. It is then up to specific agencies to fill in the details of these laws, both with regard to the building of governmental agencies and the processes which they follow. One might note for example that while Congress passes general tax laws, the details of the regulations regarding the payment of federal taxes is to be found not in the tax law itself but rather in the Internal Revenue Code which is developed by the Internal Revenue Service, which is an executive agency. The problem that were presented by the executive agencies developing a great many regulations or codes is that the only way Congress is able to affect these details is through the passage of new legislative acts. As we have seen, this is often a burdensome and prolonged process. In order to avoid this, Congress now writes into some authorization bills requirements for a congressional veto. According to this procedure, when an agency disseminates rules filling in the details of congressional legislation, Congress automatically has the power within a specific time period to veto some of these rules and to demand that the agency fill in the details in a different way. The important thing is that Congress can do this without having to go through the process of passing a new law. Although this procedure is rarely used, it does offer the prospective for a far greater legislative control over the procedures by which the Bureaucracy operates. Sunset Legislation. In starting governmental programs or agencies, Congress usually sets no time limit on the functioning of the program or agency. Since the 1970s, a practice developed by which Congress authorizes the existence of a program or agency for only a inadequate amount of time. In other words, Congress specifies a date by which the agency or program will conclude to function. In order for the agency to continue its operations after that time, a new bill must be passed allowing its continued existence for another specified period of time. This practice is obviously intended to avert the continued existence of agencies or programs which no longer meet a legitimate need or which fail to meet a legitimate need effectively. A dissimilarity on sunset legislation is the procedure of annual authorization. According to this procedure, the continued existence of governmental agency must be approved on a year-to-year basis. While this practice obviously creates tremendous difficulties in the ability of such an agency to engage in long-term planning, it does suggestively increase the potential effectiveness of congressional control. ‘Zero Based Budgeting (ZBB). Zero Based Budgeting is a technique through which administrators must carefully justify their entire agencies budgets. Zero based budgeting requires a continual top-to-bottom assessment of all agencies programs designed to insure their cost effectiveness. ’ (Issa, 2011) We can see that many structures and techniques have been developed to allow Congress to be more effective in its oversight activities. However, jurisdictional disputes and pressures from various well organized special interests continue to prevent these new techniques and sources of information from being used effectively. In many occurrences, the actual nature and effect of government policy depends less on the actions of our elected officials than it does on the activities of non-elected bureaucrats who often remain totally immune from the pressures of the general publicalthough not necessarily from those of well-organized special interests. One of the major political issues determining our national future is the question of how well our government is able to represent effectively the needs and desires of the American people. In most cases they would have gone to a vocational high school or technical college. These are special schools in which students learn the exact skills they need to complete their desired career in an accelerated period of time. More people should be encouraged to go to these schools, because we will need more Blue Collar workers in our future. Students as young as fourteen years of age can enter these vo-tech high schools to start training for their future career (Nolan 4). This may seem young to some parents because the common misconception of these schools is that the student stops traditional education to enter technical classes (Nolan 3). This is a false statement. Any high school student that decides to get into a tech program still has to take all of his or her core classes. At Central Nine in Indianapolis, the students have to take a half day at their normal high school. They still have to take their English, math, science and all the other required courses for them to graduate with their class. Then the second half of the day is spent taking their vocational classes at the Central Nine building learning the skills for their desired career. On the other hand, we do not need to force this concept down the throats of these nice people who are dead set on a four-year college. Vocational schooling is not for everyone. Some people are just not cut out to do manual labor. That is okay though, we still need the lawyers and bankers in our world. Encouragement is a common word throughout this paper. The best thing that can be done about the problem of dwindling enrollment in technical college is to encourage people considering this schooling. Encourage people to look into this type of education, because we do need more Blue Collar workers in our future. Encourage current or past students to talk about their experiences in tech schools with people who are confused about what they want to do in their life. Encourage them that this option is NOT for under achievers, but for over achievers.
